If you are quoting exactly what they want; it means they want very current evidence of a relationship: boarding passes, hotel registrations, itineraries and anything that a 3rd party can atest to being together. Perhaps the evidence submitted is dated; perhaps you are giving evidence of a single visit and they are saying they need a 2nd or 3rd visit. If there are some specific ceremonies of engagement in your culture then some documentation of that, pics, etc.

Focus on plans upon arrival: marriage plans specific to dates, living arrangements/plans (where, with whom), perhaps school attendance for fiance/fiancee on arrival, work/job plans

Key word here is "evidence", meaning, not just your narrative of what would happen, but documentation that arrangements have been defined or even completed. A lot depends on what you submitted already. If you can provide that, others here will be able to give best advice; especially the one that had same process in your country.

Just realize you are in the IR1; in that case, upon arrival of your spouse; what has been planned/arranged; job/work, school, living. As before, not just your narrative but actual documentation. It might mean for example that you would need to move to a 2 bedroom apartment or home if spouse comes with child; how about a possible school, college to acquire some job skills -if applicable. As before, you need to provide more info here so best advice can be given
