I want to know how the USCIS defines as a "INTERNATIONAL MARRIAGE BROKER" in I-129F? I met my fiance on a personals website, RussianEuro.com. I do not know if this site is deemed as a "International Marriage Broker" service as defined by the USCIS. I paid for a year-long membership with unlimited membership contact. They do not monitor or censor letters, instant messenging, etc. She contacted me first with a positive message through this website. We immediately moved to using Yahoo Instant Messenging because I can log our chat sessions. But I did not know this would come in handy later on as our relationship had progressed to love and the discussion of marriage.

If anyone has a detailed description from USCIS that defines an "INTERNATIONAL MARRIAGE BROKER", I would greatly appreciate it! Thanks for your time! ;-)

If it is still useful - in terms of use of RussianEuro.com, just like in any other site of the Qupid Media, they claim the following:

3. The Service

The Service is an internet information service that facilitates contact between members who may or may not be seeking friendship or a relationship. It is not a marriage brokering service, mail order bride service or a matchmaking service. The Company is under no obligation to broker any other member or members for you.

4.13 Mail Order Bride Marriages

This Website does not, and must not be taken to, in any way, aid, procure, promote or provide "mail order bride" marriage-matching services to its users.

You acknowledge that the jurisdiction in which you reside may prohibit the advertisement of marriage-matching services or the solicitation of persons to partake in marriages.

If you reside in the Philippines, Belarus or any such jurisdiction that prohibits marriage-matching services to its residents, you hereby warrant, represent and covenant that you will not use the Service or the Website for any purpose in breach of any legislation prohibiting marriage-matching.

You hereby acknowledge and agree that it is your sole responsibility to ensure that you do not breach any prohibition on marriage-matching, and further hereby acknowledge and agree that the indemnity contained in clause 18 will apply to your breach of any legislation prohibiting marriage-matching.

The fee that you paid, are money to upgrade your profile, but not money you paid for the personal contacts of your beloved, such as phone number or email, as typical brokers do for money:

2.3 Membership

(a) You may become a member of the Service free of charge. Free membership will only entitle you to participate in some of the features available as part of the Service. In order to access additional features, you must become a paying subscriber to the Service. Accordingly, your use of those additional features is conditional upon the payment of the relevant fees.

Moreover, the service instructs its users as for safety tips of online dating where they ask not to provide any personal contacts and it is totally up to users to share such:

Our site allows you to remain anonymous to other users until you feel ready to provide contact information to other users.

Never include your personal contact information in your profile, especially telephone numbers, email, home address or your last name.

Only provide your contact information to another user when your instincts tell you this is someone you can trust.

Set up an email account just for online dating. This makes it easy to quarantine any unwanted mail.

Keep your passwords confidential and make sure they are not easy to guess. Choose a unique password for online dating that you use nowhere else.

So, I guess no need for you to prove to the authorities as to the question - if the site is broker or not - just attach their terms of use ... Good luck to all)))
