Can I send AOS packet before submitting DS-260?

Dear All,

My Brother applied for me and my family back in 2001 (F4).

The case is in NVC and he already even paid IV fee($230 each)for all family members.

Now, one of the family members has to renew the passport, which will take like 2-3 weeks in my country.

While we get the passport, can my brother send AOS Packet to NVC? or We must submit AOS packet and Civil documents together after submitting DS-260?

The reason I asked, Somewhere*** I read that it saves some time if we can send the AOS packet to NVC even before submitting DS-260?

Please help me on this..

*** [uPDATE: Since there is such a delay between the two tracks now (if one doesn't have a lawyer), it's recommended to send the AOS package as soon as possible. Otherwise, you'll be waiting close to 2 months before you can send the IV package. If you have a lawyer, this won't affect anything and you can, if you choose, to send the two packages at the same time.]
