NOA2 Got approved, but does he need a passpor to travel

So 9/25/14 seems to be one of the best days of my not only did my fiancé ask me to marry him a year earlier that day but NOA2 got approved, thank God a million and one time :) I feel soo blessed. What I was looking to find out now is how long does the process take from here and if my fiancé needs a passport to travel. He is currently residing in france as a refugee but doesn't have a passport. I had heard that immigration can issue a one time visit pass but I don't know if that is true or if it applies to him and from what I am reading it looks like you need a passport for the interview. If anyone can help me that would be great...thanks and I pray that all those who are still waiting out there may here good news soon :)

He needs a passport to put the visa if he gets approved.

if he has refugee status according to geneve convention , he can apply for refugees travel document from French immigration office or district police where he lives

He need this document to prove that he can not go back to his country of origin so they dont ask him for police certificate at the time of the interview
