Damaged passport

My fiancée is going for her medical Monday morning in Manila . When she was in Cebu at the airport they mention that the very top part of her passport had gotten wet and that the letters for the country are slightly smeared .....you can still read it but it us smeared some. Everything else on the passport is ok .....picture, all personal information and bar coding .

So is this going to be a problem for the medical or at the interview in 2 weeks ? If it is how soon can a new passport be obtained in the Philipinnes ?

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Hmm.. I guess they mentioned that to your fiancee because there were news here months ago about torn, smeared, or whatever in the passport, and was not able to get on the plane. Those people at the airport are kind of strict. They check from top to bottom.. They did that to my passport when I went abroad.

I had my passport renewed here at Megamall, (your fiancee knows that for sure) and it took me a month to get it. People at DFA were so sorry for the delay though.

With your question, if it is going to cause a problem for her medical and interview, I do not know.. But at the airport, she might have.

It will take 2-4 weeks depending on what office you use to secure your new passport. For best option, proceed to the Office of Consular Affairs (DFA-Aseana), the nearest Satellite Office (if residing in Metro Manila), or the nearest Regional Consular Office (if residing outside of Metro Manila),”

You question is hard to answer as it depends on the immigration officer that will process your documents. I have heard and read where many travel through without a problem with slight damages to their passport. Even a women who had a damage photo and she left and entered the Philippines without a problem on three different occasions. Your description of your passport would lead me to believe that you shouldn't have a problem. Keep in mind that after you leave and get married you probably will change your passport to your new married name so having to pay twice is something for you to think about.

In my opinion, I don't think there is a right or wrong answer to your question about getting a new passport.

If you passport was produced in 2010, there are reports of substandard passports and DFA will replace them. See article http://globalnation.inquirer.net/103641/dfa-to-replace-for-free-substandard-passports-issued-in-2010

In case of mutilated or damaged passports:
  • Submit Notarized Affidavit of Mutilation (with detailed explanation on when, where and how passport got mutilated or damaged)
  • Original and photocopy of first and last page of mutilated or damaged passport

Well we did find out the answer. She cannot get medical results until she has new passport . What's the quickest one can be obtained? I have heard rush order is 15 working days. But here in the states normal processing they say can be 4-6 weeks and it is usually 2.

Hmm... Unfortunately no.. I tried to ask, and in Cebu it takes 15 days for express... Yikes!

Theres nothing I know I could suggest the quickest way possible.. Pardon me...

Did you take the time to read and fully understand the links that others have posted? The fastest passport processing is 7 days with additional fees.

Yes I did but it did seem site specific since it showed a map . Above the response is it takes 15 days in Cebu .

Here is some information for the CEBU location. I would recommend that you either email them or call them on the phone to ask your questions. All forms and document requirements are the same whether you go to Cebu or Manila or some other location in your providence.

  • The Department of Foreign Affairs (DFA) is at the Pacific Mall in Mandaue City, Cebu.
  • DFA Cebu is open from Monday to Friday 9 AM-6 PM and Saturday 9 AM-3 PM. If you have questions, you can call them at (032) 520-5898 and (032) 520-6193. You may also contact them via email at cebu.rco@dfa.gov.ph or dfacebu@yahoo.com.
  • You can get an application form from the DFA security guard.
