DS-260 for K1?

Timeline

Looking for some help. After a year in AP. We finally received notice from the embassy requesting an update medical, police report, intent to marry letter (K1 fiance petition) and a DS-260.

However, when I got to complete the online DS-260 I receive the following response.

Summary Information

K visas are nonimmigrant visas that assist spouses or future spouses of American citizens in entering the United States. As with all nonimmigrant visa applicants, a DS-160 must be filled out in order for a consular section to process the case.

I have email the consulate and yet to hear back. Wondering if anyone else had any experience with anything of the like. Or has any suggestions. My only thought is to complete the DS-160 as the link suggests and include a letter with packet or items that is requested explaining why I completed the DS-160 opposed to the DS-260 that was requested.

You should have received something that looks like this http://photos.state.gov/libraries/canada/303578/montreal/Packet3-K1-MTL.pdf

Those are the K-1 instructions for Montreal.

DS-260 is for immigrant visas.

DS-160 is for nonimmigrant.

Although you are technically immigrating, a K-1 is considered a nonimmigrant visa.
