Can my husband apply for a visa in Guatemala?

Timeline

So I'm pregnant and due in end of November beginning of December. I have submitted my husbands I-130 and well I understand it might be a wait. I just want to know if there was a possibility that if he could apply for a tourist visa in Guatemala and well just be here for the birth of our daughter. I understand that he could not stay here with a tourist visa because it would be considered fraud. I just don't want to be alone when I give birth. Any ideas? Comments? Anything would be appreciated :)

He can apply, but he's probably not going to get it.

It would be extremely difficult to get approved for a tourist visa with a pending spouse petition. He would have to prove that he has strong ties back home that would compel him to go back. They would weigh that against the ties he has here in the US which would be you and your daughter. It's up to you guys if you're willing to do so, the most you could lose is the $160 application fee.
