Why NVC start the preprocessing phase if there is F2A retrogression coming

I have Filed F2A for my wife and my son and our priority date is September, 10 2013 which is not current yet as per the visa bulleting, and when I checked the IV FAQ I found the below question and answer,

I am the beneficiary (applicant) and my case is at NVC. Now what happens?

If a visa is available for your petition (or if the Department of State believes that one will be available in the next several months), the NVC will send you, the beneficiary, the Choice of Agent and Address form. NVC will begin pre-processing your case by providing you and the petitioner with instructions to submit the appropriate fees. After the appropriate fees are paid, the NVC will request that you submit the necessary immigrant visa documents, including the Affidavit of Support (AOS), application forms, civil documents, and more.

If visas are not available for your visa category, the NVC will notify you that the NVC received your petition and will hold it until a visa becomes available.

NVC revceived my approved petition January 29, 2014 and they started the preprocessing on March 19, 2014 and they collected the AOS and IV Fees and I sent all the supporting documents and now I am waiting for approval, buty why they are doing so, and there is retrogression coming soon, while saying in the FAQ that they will not start the preprocessing till they believe that there is a visa available in the next serveral months,,,,, anyone can help me to understand this weird situation

Your case will stay with NVC until your priority date becomes current. Once your PD is current, a visa number becomes available for you and that's the time NVC will give you an interview date.

Not all the time. There is a qualifying date that NVC considers to accept docs with a certain PD and its with in a week of the cut off date. People with a PD of Sep 26th, 2013 have their petitions sitting at NVC and they have not got an email or a case number. So the logic that NVC will process your case even if PD is not current doesn't hold true.

That means the IV FAQ not a valid answers and the NVC collects as mush money as they can and that's it.

NVC’s Role

The NVC is responsible for the collection of visa application fees and visa application documentation. When an applicant's priority date meets the most recent Qualifying Date, the NVC will contact the applicant and petitioner with instructions for submitting the appropriate processing fees. After the appropriate processing fees are paid, the NVC will again contact the applicant and petitioner to request that the necessary immigrant visa documentation be submitted to the NVC.

I see what you say VKrishn but my point is the IV FAQ says if the Department of State believes that one will be available in the next several months, then they will start the preprocessing not a week after the cut off date without a visa available.

Read this again.

"When an applicant's priority date meets the most recent Qualifying Date, the NVC will contact the applicant and petitioner with instructions for submitting the appropriate processing fees."

What NVC calls as Qualifying date is different from the cut off date established in the bulletin. I don't know what exactly "Qualifying date" means but it is NOT the PD cut off date in the VB. My guess is that Qualifying date is about with in a week of PD cut off date in the VB else NVC will not process the case for people like yours.

For people with a PD of say Sep 26th, 2013, NVC has clearly sent an email that they will NOT process the case. Why? Because that PD does not meet the qualifying date which is more than a week from the Cut off date in the VB. Plain and simple.

I have dual feelings: upset and happy. Happy, because my case is complete on 4th of April. Upset, because I'm afraid of retrogression in June=(((

As a result, the F2A cut-off date was advanced at a very rapid pace, in an attempt to generate demand so that the annual numerical limit could be fully utilized. As readers of the Visa Bulletin were advised during that time, such cut-off date advances were not expected to continue, and at some point they could stop, or retrogression might be required.

The level of demand being experienced for FY-2014 has resulted in the Worldwide F2A cut-off date being held since October. Despite no forward movement of the cut-off date, the level of demand has continued to increase dramatically. At the current rate, such demand will require a retrogression of the F2A cut-off date within the next several months. That action would be necessary to hold number use within the annual numerical limit.

MEXICO F2A: Despite an earlier retrogression of this cut-off date, the level of demand remains extremely heavy. As a result, it is likely that another retrogression of this cut-off date will be required to hold number use within the annual numerical limit.
