CFO Passed - Review of day

Praise God, my fiancee received her and daughters CFO stickers this afternoon after a long day and are ready to fly to the US Wednesday morning!

Here's a quick summary of her day:

  • Arrived at 4:30am Monday morning. She was very nervous at first because she was # 19 in line already then but then she realized not everyone was there for fiancee and she was below the 15 (not sure how many)
  • We were both very surprised the only documents they asked her for besides the counseling form and registration form were a valid photo ID and their visa photocopy, that's all......
  • She had pretty much anything and everything to be safe but wasn't asked for any of it....PLEASE, I'm not advising anyone not bring all documents others have previously suggested as I think we just got really lucky.
  • Got both stickers attached and she was on the way home at 3pm

The only odd thing the interviewer told her was to get an affidavit of consent from her 4 year old daughters father by attorney/official to be used at the airport. Her daughter was born out of marriage (never married, illegitimate), been raised by fiancee all her life but has the fathers last name. I have researched this extensively and always found that the mother, my fiancee, has all legal rights and does not need consent. If anyone has any experience or been told this at CFO please let me know, the last thing I want is them to show up at the airport early Wed. and not be allowed to fly.

She doesn't need the DSWD travel clearance as the child is traveling with the parent (mother).

Hi! Thanks for sharing this information. I am going to do my CFO on Thursday and I only got one shot to finish everything since I have already booked my ticket flying back to my hometown the day after. There's no more available flights since it's peak season.

I just have some questions and I want to make sure I got everything prepared. Where did you get the counseling and registration forms. Are those downloadable on the CFO website? Are NBI Clearance and PhilHealth ID's accepted?

Hi! Thanks for sharing this information. I am going to do my CFO on Thursday and I only got one shot to finish everything since I have already booked my ticket flying back to my hometown the day after. There's no more available flights since it's peak season.

I just have some questions and I want to make sure I got everything prepared. Where did you get the counseling and registration forms. Are those downloadable on the CFO website? Are NBI Clearance and PhilHealth ID's accepted?

Only form online is for registration to receive the sticker, the form for the actual seminar you have to complete there at CFO.

As for ID = passport and NBI will get it done.

I was annulled with my son's biological father and he's using his father's name too. I secured a certified consent, but they never required the letter , in embassy or in the airport.

Here is the exact wording for the DSWD Requirements for a Travel Clearance for Child(ren).

"A DSWD Travel Clearance is a document issued by the Department of Social Welfare and Development (DSWD) to a Filipino child age below 18 years of age, regardless of civil status, leaving the Philippines alone or with someone other than his or her parents. Philippine law requires minor children who are traveling abroad without their parents to obtain a DSWD Travel Clearance, which is a safeguard against the trafficking of Filipino children."

The wording that you are most concerned about and it DOES NOT effect you is "leaving the Philippines alone or with someone other than his or her parents". She is the parent and she can leave the country with the child and does not need said document.

Further:

Who does not need a DSWD Travel Clearance to leave the Philippines?

◦A Filipino minor traveling with either parent, with his or her solo parent or legal guardian;

◦A Filipino minor whose parents are in the Foreign Service

◦A Filipino minor who holds a temporary or permanent resident visa of another country and is rejoining the parents in that country

◦A child holding a foreign passport

I'd recommend printing off a copy of the quote from the website and have her carry it with her. My fiancé just arrived today and she left with her two children, and the boy is 11yo and daughter 20yo and she was never questioned or asked to provide any document like what the CFO told your fiancé.
