I made a request of my Cert of No Marriage (CENOMAR) to NSO last week and requested them to send it directly to the Embassy thru FedEx as it is the fastest way.

But the reply I got from them is this, "Please be informed that our operations cannot accept forwarding of shipments/documents via FedEx at this time. It is suggested that your request/s be picked up from our office in Quezon City, Philippines by your relative/authorized representative."

Any kababayan here in Singapore, what did you do?

Please help...!

We picked it up in person. Takes 5 minutes....unless you're in Singapore and have to have someone take care of it on your behalf.

The instruction from the US Embassy says, "For Filipino applicants, who claim no prior marriage(s), please obtain a 'Certificate of No Marriage' from the National Statistics Office and this must be sent directly from NSO to the Immigrant Visa Unit, Consular Section, American Embassy Singapore, 27 Napier Road, Singapore 258508. This office will not accept the certificate submitted by individual applicant".

I'm worried if they will allow it if I have to ask someone to send it to the US Embassy here.

It will take 6-8weeks for PhilPost to send it :((

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

If NSO only uses PhilPost, I guess you have no choice. Don't worry, it might be quicker than 6 weeks.

Have family that could pick it up? They could FedEx it to you after that.

Ah... Then you have no choice but to live with NSO and their choice of how they send it.

Hopefully, they can send it thru DHL.

Just follow the instructions on the letter. Have NSO mail it directly to the US Embassy in Singapore. It says 6-8 weeks but it might be less. I couldn't afford the FEDEX thing because you have to set up an account with your credit card, they would block $500 but they won't charge you, etc. blah blah blah. So I just paid the fee using the credit card of my fiance. Remember they only accept American credit cards and a few others. Not Singapore or Filipino issued credit cards. My CENOMAR came in time for my interview which was a month after I ordered it.

I was with a lady who was being interviewed and the embassy official said they were waiting for her CENOMAR. She was STILL interviewed. NSO will mail it in time.

Blessings

Jessica

Hi,

Need help. Is it better to wait for the Cenomar to reach the Singapore US embassy before sending the rest of the documents to have an interview? I have completed all the requirements except the cenomar. I just applied last 26Jun, online. What do you think?

Thanks.

Hi,

Do you have relatives in the Philippines who can send you directly the NSO at your address? What I did was, I asked my parents to get my NSO here - https://nsohelpline.com/ (I was the one who ordered online and it was delivered in 2 business days) but I also gave them a letter authorizing them to get it for me (they just gave the deliveryman a letter and was asked for their ID) and then after, my parents sent it here to me in US. It's more easier than waiting or getting my NSO here. I hope this gives you an idea or option :)
