10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

If there is a government shutdown on October 1st 2013 all of our applications will sit on a desk until staff are returned to work. According to the Washington Post, During the shutdown, around 20,000 to 30,000 applications from foreigners for visas went unprocessed each day. This will seriously affect how quickly all of our visas are processed. Tisha and I strongly encourage everyone in the States to email their representatives and voice your concerns regarding a government shut down.

Wow, I just read about it blow is how it was stated on NPR news. From the 8 things you should know about government shutdown, visa and passport delays was one of it:

8 Things To Know About A Government Shutdown

Visa and passport delays

Those hoping to enter or leave the country during a shutdown would most likely experience some difficulty. The government was unable to process around 200,000 pending passport applications and a daily average of 30,000 visa and passport applications by foreigners during the 1995-96 shutdowns. This would result not only in a headache for would-be travelers but a loss in millions for the airline and tourism industries.

USCIS Cases

Since USCIS is funded primarily through application fees, it is expected that most of its services and centers would operate normally, perhaps with slightly diminished staff. Because USCIS is a government agency which relies on other government agencies to perform its services, there may be certain disruptions; however, overall, case processing at USCIS is expected to resume. Border processing of immigrants and border enforcement activities would continue as they are deemed “essential.”

The Embassies are under the Department of State. Those of us who have cleared USCIS might find that we get stuck for a while maybe at NVC or at our Embassies.

Considering that they are funded by applicants ... I don't think they would be affected (I may be wrong), but from what I've heard already, the Senate has already approved to take action to prevent shutdown. Now, if they can get Obama to sign it before October 1st is a different story.

I wonder that affected my interview schedule already. I called to set up interview for Havana and they told me they do not have any dates available before the end of January 2014. People who scheduled an interview in July or August they where able to set up date with in a month of NVC approval.

When I spoke to NVC last they are contractors so doesnt effect them. DOS said that they have not been preparing for a shut down, and also said that consulates abroad will remain open. Unfortunately I have no idea how this will effect the service centers who process the initial applications. So if you at least have your NAO2 then it hopefully will not effect us
