Process in consulate or in the US?

Timeline

Hi everyone,

I was selected for further processing of the Diversity Visa Program for the 2014 fiscal year. The question I want to ask is: should I submit my DV to the consulate in my country (Taiwan) or doing everything in the US?

My case is complicated because:

1. I live in Taiwan and the same as my nationality. I finished my OPT last year and now I am back to Taiwan since January 2013.

2. My wife is from China and so as her nationality. She's currently studying undergraduate in San Francisco, CA.

3. I'm not sure this would conflict with my F-2 Visa (non-immigration intention) if I go to the US with my F-2 Visa, and then adjust my status. I may not be allowed to do I-485, may I?

4. If I apply for DV application in my country Taiwan, a few lawyers said that my wife cannot do the interview with me because of her nationality (China).

5. What would happen if I go to the US for 10 days with my F-2 Visa, and then go back to Taiwan, starting applying for the DV? Am I allowed to do that? Because I need to open a joint bank account with my wife that my lawyer said it is better to present joint account to the officers.

I asked some lawyers: 50% of them suggested me to stay and process in Taiwan, doing interview by myself; 50% lawyers said it is ok for me to process in the US. I really have no idea what I should do next. Please advise!! Thank you sooo much!!
