k-3 visa is obsolete and no longer issued

It is obsolete but it is occasionally issued which is entirely dependant on if the I-129f makes it to the NVC before the I-130. If it doesn't the NVC closes the I-129f and only continues on the I-130 path.
To the OP: I would suggest not sending in the I-129f with your I-130 petition and just go the CR1/IR1 route. Even if the I-129f makes it through, it takes the about the same amount of time to get the K3 as it does to get the CR1/IR1 and costs twice as much.

As you have already heard, the K3 is not a real option at this time. You have reached the right place for help. You want to following the instructions for a CR1 visa. Start by reviewing the Guides on VJ for the CR1 process. Then seek out support for any questions you have from the members on this site - they are awesome and ready, willing, and able to share their experiences. Good luck.
