In Nigeria, we have a national/federal police force. There's no city, state police like we have here in the US where each municipality have their own thing going on and with that the main command is in Algbon in Lagos and another one in Abuja, the new capital. They have smaller satellite offices around the country, what they call divisional command centers. Regardless of what thay call themselves all the direction comes from Alagbon in Lagos.

So what you can do is go to your local command center, for Ibadan it is at Iyaganku (the Obalende center is not a command center as an example). So any paperwork of this type can be processed at any command center around the country (fingerprint taken, etc) and then it will be couriered to Alagbon and then returned back to the original collection center.

So for all practical purposes to the Embassy it will have the Alagbon stamp, etc but you would have saved yourself the travel time to Alagbon. If you're living in say Benin City you can see how a travel to Alagbon for a piece of paper will be ridiculous, even for Nigerian standard of ridiculousness

As for price (though you did not bring it up), you can expect to dash a little extra for the priviledge. I think someone said they got theirs at Alagbon for N5,500, but for an extra N1,500 ($9.00) my Fiancee will not have to endure a trip to Lagos from Ibadan for a piece of paper.
