Packet 3 for Albania

so im confused about packet 3, i was reading this two sites:

and also:

and i think the 1 link is an old link, but the second one i had a question, i know that are not a lot of people from Albania who went through the K1, but i hope you guys can help.
So the question is, should I send them all the documents, or i have to send them my part and Patrick send them his documents?
Also, he hasn't called NVC yet, and its been 10 business days, can anyone tell me why do i need that Number from NVC? Should i call?

September 27 - Interview Approved
October 10- POE NEW YORK
November 17- Wedding day
December 24- AOS Package sent

The petitioner has nothing to do with the embassy. Once the case leaves the NVC, it's all about the beneficiary and his documents.
Whatever documents is needed from the petitioner such as affidavit of support etc, you send it to the beneficiary and he brings it to the interview.
