Yes. You say fiance but are posting in a spouse visa forum. Instructions for using assets can be found in the I-864 instructions. I suggest the US Citizen sponsor carefully study those. Even if this is a fiancee visa case using the I-134 instead of the I-864, the guidelines are the same for using assets.

Moved from IR-1/CR-1 Process & Procedures to K1 Process & Procedures; OP's timeline indicates they are on the K1 visa path. OP also said "fiance" in original post.

Luv&Rick there is a bit of a missconception of the income and affidavite of support. Keep in mind there is a difference in past income, current income and projected income.
example, last year during the time frame of January 1st to December 31st of 2011 your fiance could have had 0 income. However perhaps they got a job in January 2012 till today and the income is 4,000 a month which would put them far above poverty level. Thats why they ask for the past 3 months of income statements and a letter from employer.
here is the poverty guidelines link ( http://aspe.hhs.gov/...12poverty.shtml ) , if you can prove that your current income projected will be greater then the povery level for the current year you should be in good standings, regardless if the lack of income in previous years.
