K1 Police Clearance

Right now we're in the middle of the process of getting a K1 for my fiance who is Filipino. She has been living in Cambodia for the past 6 years. On the US Government website, it says under required documentation, "Police certificates from your present country of residence and all countries where you have lived for 6 months or more since age 16 (Police certificates are also required for accompanying children age 16 or older)" (http://travel.state.gov/visa/immigrants/types/types_2994.html#6). On VisaJourney, under a few forums, I noticed it says not to get a police certificate in certain countries because they are not available (Cambodia is on the list)... http://www.visajourney.com/forums/topic/27903-do-i-need-a-police-certificate/ ... It seems like a police certificate is available through the Ministry of Justice in Cambodia (but first a certificate of residency is required before we can obtain the police clearance). Is anyone familiar with whether the police clearance is needed in Cambodia, or is there some government source stating that no police clearance is needed in Cambodia?

You will need to obtain a police Clearance as stated if you live in another country for the past 6 months or more.

Apply to Chief of Police of local police authority.

Fee: for normal service: 20 working days from the date of submitting the application. The fee for a Cambodian citizen is about USD2.50 (10,000 riel) and for non-Cambodians the fee is about USD62.50 (250,000 riel). Fast service: it takes 12 working days from the date of submitting the application. The fee for a Cambodian is about USD10.00 (40,000 riel) and for a non-Cambodian the fee is about USD125.00 (500,000 riel).

We already started the process of getting the police clearance. It is a very complicated process and there is a lot of money involved in getting a Cambodia police clearance. My question is why does that link (along with others) say that police clearances are not required in the list of countries mentioned (Cambodia included)? Where do they get those list of countries from or what is their source?

Hello,

I was curious how you had sorted out your situation? I'm in a similar case, having lived in Cambodia four years but no longer living there for over a year, which means it's extremely difficult for me to get a police certificate from Cambodia. I am anxious to hear from people in similar situations as we have received the NOA2 and are now waiting to hear from the US Consulate.
