What is the difference between the PCC and the ECNR in India?

My fiancé has started the police clearance certificate process but we are not sure how the process goes once that is completed? I thought we had to have some type of passport stamp but he said he already has a stamp and it's called ECNR (Emmigration Check Not Required). I thought the Passport PCC expired in 1 year but my fiancé says his ECNR never expires. Are those the same thing or what is the difference? What is the next step and what is the requirements once we have the police clearance certificate?

ECNR is Emigration Clearance Not Required. The idea behind Emigration Clearance is for the safety of Indian citizens due to the legal conditions of other countries. This is very different from a Police Clearance Certificate.

All your husband's gotta do is google Passport Seva Kendra (PSK) and check if it's available in his city of residence. If it is, please ask him to fill out the online application form for his city, make an appointment, and present himself at the PSK with his passport, photocopy of his passport, and address proof (if his current address is different from that on the passport). PSKs are very helpful and he should get his Passport Clearance stamped on the passport as well as the Police Clearance Certificate in an hour's time.

He needs to get PCC from two places one from Regional passport office as Divya rao mentioned and another from local office of superintendent of police of his area/district.

Local Police Station PCC is not required for US Consulate. They only care for Passport PCC.

When you go for a Passport Clearance, you'll get it stamped on your passport along with a PCC letter too, so you don't need to go to a local police station.

At least one passport office (Guwahati) won't issue the passport clearance unless you get your locality police clearance and the Guwahati police clearance certificates yourself. They still verify them and check with the board that keeps track of militants and terrorists, but they won't do the leg work for you.

Each passport office operates a little differently, so if his issuing passport office is not near where he currently lives, he should check with that specific office (most have websites) to see what they require.

I wasn't talking about Passport Office here. We now have Passport Seva Kendras in most cities, and if you go to a PSK, you will get your passport clearance as well as police clearance certificates in a matter of hours.

Please site your source for future members to use as the embassy website for New Delhi states that police clearances obtained from the passport office are valid for one year. The embassy websites have been known to have errors before, so if you have a source that states otherwise, please let everyone know what it is. When I emailed VFS last April to verify this, they also stated that they are good for one year.
