Has anyone sent in an expedited request? is there a format for this? do you have suggestions??

Andy, it's very strange that VSC told you to file "expedited service" since there are few reasons they consider to be legitimate for expedite. In any event, the information is on their website:

Expedite requests:

The VSC has always had a high threshold for approving requests for special processing. Individuals who are seeking expeditious handling can FAX the Center at (802) 527-4816 to request that a case be expedited. The fax line is available 24 hours a day. Expedite requests are reviewed Monday through Friday from 8:00AM to 4:00 PM.

The VSC will also accept expedite requests through written correspondence.

A letter requesting that a case be expedited along with any supporting information should be mailed to the VSC. The envelope must be marked with "EXPEDITE REQUEST".

Please mail expedite request to:

U.S. Citizenship and Immigration Services

Vermont Service Center

ATTN: Expedite Request

75 Lower Welden Street

St. Albans, VT 05479

A detailed explanation of the situation should be provided in a support letter, and any documentation needed to support the expedite request should also be submitted. Applicants should not submit more than 5 pages of material.

Cases that are not clearly approvable will not be expedited. Requests to expedite petitions or applications that are incomplete will not be granted. There is no appeal of the denial of an expedite request. Please see our USCIS Expedited Criteria guidance.

USCIS Expedite Criteria

All expedite requests are reviewed on a case-by-case basis, and are granted at the discretion of the Service Center Director. The criteria are as follows:

Severe financial loss to company or individual.

Extreme emergent situation.

Humanitarian situation.

Nonprofit status of requesting organization in furtherance of the cultural and social interests of the United States.

Department of Defense or National Interest Situation (Note: Request must come from official United States Government entity and state that delay will be detrimental to our Government.)

USCIS error.

Compelling interest of USCIS.

To expedite you will have to provide a very good reason that your case should be bumped up in priority. The only thing I have seen that they tend to considered is if the US citizen is in the military and are going to be deployed over seas. They usually don't expedite any marriage based visas.

You can try, they can always deny.

Good luck.
