It should be easy to explain in a sentence or two what birthright has been denied to them. Not a big deal, but it is good courtesy to do this. I don't watch videos or read links if people are not going to spare the time to summarize what is in them.

Same thing after Korea and Viet Nam. It's a sad situation and I don't think there are any precedents set since DNA testing has evolved. I was stationed at Clark AFB in 1977 and we were accutely aware of the situation even then. I think Filipinos are more aware of their relationship with the U.S.A. than the rest of us are.

That really is a sad situation for the sons and daughters left behind suffering from this stigma. Dark skin is an issue in the Philippines, it is

one thing to be a dark skin native Filipino, but you get a double whamy if you have darker skin and physical features because your father is black.

Was expecting negative replies (since that is what I almost get when raising this).

Anyway, even in the Philippines people are not aware of the situation, not unless they are from Angeles or Olongapo.

The documentary is a *bit* stereotypical. Well, I guess, too generalized (and implies that black fathers were the only one who left their children but there are people who have Asian, Hispanic, and White fathers) but the intention is well. Just ignore the anti-US rhetoric of some "interviewees". The directors though do not mean to put the blame. Only the Filipino "crew" who are usually affiliated with the Philippine Communists but that is beside the point.

Anyway, some history. When the aftermath of the Vietnam war, there were concerns about the Amerasians. So the US Congress passed a law granting Vietnamese Amerasians pass to the US (greencard, not citizenship) without having their fathers claiming them (they just have to look "mixed"). There countries included in the law: Korea, Laos, Thailand, Cambodia. In the original draft, the Philippines and Japan were included. In the final draft, they were excluded. No one really knows why. Some say, it is because Japan and the Philippine were not "war zones". But so was Thailand. Like Thailand, Japan and the Philippines served as "staging points". Refugees were processed in the Philippines and the wounded treated there.

To add more irony, when the US processed the fleeing Amerasians from Vietnam, they were sent to the Philippines for processing and orientation. But just on the other side of the hill where Vietnamese Amerasians were processed and oriented, are the abandoned Filipino Amerasians.

As I mentioned earlier, it is easy to lump these kids as children of "whores" and one night stands. But listening to their individual stories, many Filipino Amerasians do seem to have wealth of information on their fathers. A good number even know their SSN. Some just lost communication (one has to consider that the only half reliable communication to the Philippines was through mail) -- no internet that time and landline phones were not really that ubitiquos. In some cases it is the fathers searching for their children.

Say that a communication is established between the child and the father and the father wants to child to live with him, the route is not easy as the Vietnamese Amerasians had it. Since many Amerasians are over 18 and over 21, it is almost impossible to pass citizenship to them. Or even derivative if they are born after November 1986. Add to that, some states to not "legitimize" (a requirement for those born after 1986). Of course, the father can file for I-130 but for a child over 21, it takes more than 10 years to even get a visa interview.

Someone here mentioned about discrimination about the black Amerasians. There is a lot of truth to what you said on being dark skinned and what more if one has a black father. Although some who have white fathers do not escape racial epithets like "ghost" and "half baked"

I want to say though that the Amerasians issue is just part of a bigger issue. If you notice, there is a difference on residency requirements when a US father wants to pass his citizenship vs having a US mother. This issue has been brought to the SCOTUS and nothing much happened. Miller vs Albright, Nguyen vs INS, and Flores Villar.

In 1993, some activists filed a case against the US Navy (I don't understand their fascination for the Navy to the point they forgot there was also a big airforce base called Clark) and asked for $68. Bad move, totally blew up the chances to ask for recognition. But it wasn't a surprise. The "crusade" was lead by an Irish priest in Olongapo who has been acting as the "savior" of Filipino (white man's burden?) with pedophilia charges against him. How I wish they asked for recognition than money. Former President Ramos and former Olongapo Mayor Gordon were for recognition over money but the "activists" really blew it.

An Amerasian is a person born in Asia, to a US Citizen father (Military or Civilian Employee) and an Asian mother. Several countries have significant populations of Amerasians, including the islands that dot the Pacific Ocean. These countries include Japan (Okinawa), Thailand (Phuket and Pattaya Beach), South Korea, the former South Vietnam, and most notably, the Philippines, where the biggest U.S. air and naval bases outside the U.S. mainland were situated. Amerasians in the Philippines - Since 1898, when the U.S. first colonized the Philippines, there have been as many as 21 U.S. bases and 100,000 U.S. military personnel stationed there. The bases closed in 1992 leaving behind thousands of Amerasian children. There are more or less 52,000 Amerasians scattered throughout the Philippines. The majority of the children have been abandoned by their American fathers. Unlike their counterparts in other countries, American-Asians, or Amerasians, in the Philippines remain impoverished and neglected. Many Amerasians have experienced some form of abuse and even domestic violence. Racial, gender and class discrimination that Amerasian children and youth suffer from strangers, peers, classmates and teachers. Black Amerasians seem to suffer more from racial and class discrimination than their white counterparts. White female Amerasians are highly vulnerable to sexual harassment. Amerasian came about as a result of Public Law 97-359, enacted by the 97th Congress of the United States on October 22, 1982, but sadly, Philippines and Japan were not included. Today, year 2011, Amerasians still yearn for recognition from the US government. A long deprived birthright to become US citizens or the option to reunite with their American parents in the US without restrictions. We have American blood. Why not us? Why only them? Is a child fathered by a US citizen from Japan or The Philippines any less deserving of US citizenship than a child fathered by a US citizen in Korea, Vietnam, Laos, Kampuchea, or Thailand?

I would venture to say most Americans don’t even know of the Amerasian plight. Europeans know more of this issue than Americans, my daughter and I was in a documentary about the forgotten children of the GI’s, it aired on TV in Germany but not the US.

I was in the US Navy and I had a daughter born in 1975 in the Philippines. Her mother allowed me to see my daughter 3 times before she went into hiding with my daughter. She was afraid I would bring my daughter to the US and leave her there.

I looked for my daughter for 27 years and I finally found her the day before she turned 30 years old. I went to visit her in 2005 and that’s when I found out about the nightmare that is called US immigration .

I applied to get my daughter US citizenship and was denied, I then tried to get her a tourist visa and was again denied. They probably figured she wouldn’t have returned to the Philippines.

So now I have a daughter, her husband and 6 grandchildren that I will probably never see again because of my age and health.

That is why I started doing these online petitions too, perhaps I can help a lot of people in similar situations. Would you please read and sign my petition and pass it on to your friends and family, thanks.

Most are not children of prostitutes, when many of our service members were stationed for many months or years at one American military base in Japan or the Philippines.

The majority of the children were born out of committed long term relationships

Wow, I was aware of the AmerAsian situation... I thought...

I knew there was a law in place to help with reunification after Vietnam but I had no idea it excluded Japanese and Filipino children.

In the original draft, the two excluded groups WERE included. In the Final draft, they were excluded. No one knows exactly why. Though most common "reasoning" is that they weren't "war zones" (but so was Thailand).
