Would Government temporary shutdown affect Embassies?

Just wondering if the possible temporary US Government shut-down if they don't agree on a budget compromise affect the Embassies around the world. What if there is a shut-down during the period where an interview is scheduled?

There would no interviews or anything involving the govt. Contractors of the US Govt would also not work! Unlikely it will happen but never know!
