Can I email DS-3032 form to NVC before they email me the DS-3032 kit?

Hi, can someone help me?

I just received NOA2 (IR-5 for Mom) yetserday 4/19. I called NVC today and they told me they just input my case into their system on 4/19. They assigned GUZ case# and told me over the phone. They also told me after verifying my file, they would send me DS-3032 kit. On the phone I provided them with my email address as well as beneficiary's email address. So I'm waiting for NVC to send me the kit.

I actually prepared all necessary documents in the past few months. I already have DS-3032 filled out and signed by my mother. I'm wondering whether I can email "signed DS-3032 form" to NVCINQUIRY@state.gov now without waiting to get the kit from NVC? Or shall I wait for NVC's email first? I don't want to mess it up if I send it too early.

IF you want to do NVC Electronic Processing, then you are NEVER, EVER, to

send in any DS-3032 to NVCInquiry@state.gov email address.

IF you'd like to participate in NVC Electronic Processing, however,

you must OPT IN using the OPT IN Template with a Signed DS-3032 form, converted to PDF format, to NVCElectronic@state.gov email address.

Darnell, i did put each step on my file and read them. But this is the one that I got confused. I thought I need:

(1)email signed and scanned form DS-3032 to NVCInquiry@state.gov first

(2)pay AOS bill

(3)Then email OPTIN for electronic process to NVCElectronic@state.gov (the email address was NVCGuangzhou@state.gov, did it change?)

please note - due to some procedural change at NVC - the 'ds-3032 kit' is no more. You might receive each item from the kit in a seperate email, or not. IF YOU DO NOT RECEIVE THE AOS FEE BILL within 6 days, call NVC back, ask for AOS FEE BILL VIA EMAIL. Be adamant about EMAIL.

I just emailed OPTIN to NVCelectronic@state.gov and got an auto response from them indicating they will respond in 10 business days.

So for now I shall just wait for AOS bill to be sent to me via email, right? If i received DS-3032 form via email, i guess i just disregard it.

When I was talking to the customer service from NVC on the phone earlier, she did not ask me for my email address or beneficiary's email address either. I suggested and then she said 'ok, let me register them'. In the end, I asked her "can you send me the related information via email today?" She said "No, it takes 2-3 weeks."

Darnell, you mentioned I should call back in 6 business days if I don't get AOS bill in the email. I will do that. But will they send AOS bill by mail instead? Or will they tell me it takes 2-3 weeks again next time?

new2010 - please bear in mind that MOST NVC Tele-Operators are brain dead, don't understand processes and procedures, and mostly read what's on the screen in front of them. MOST do no not understand the NVC Electronic Filing Process. It's a training issue - you can choose to train them, or guide them, or always ask for supervisor when you call in.

Now - for AOS FEE BILL - based on 'what you said the NVC Tele-Operator told you' - I strongly suggest you call back and ask for AOS FEE BILL to be EMAILED TO YOU. If you get some stupid Human, who 'thinks something' or 'says no to you' - then ask for a supervisor.

For Now, you are not looking for 'related information'. You are Looking for the 'AOS FEE BILL'. Language is important here - as the NVC Tele-Operators have limited language processing ability - how could they know that when you said 'related information' that you really meant 'AOS FEE BILL VIA EMAIL' ???

So, call back, ask for the 'AOS FEE BILL TO BE EMAILED TO YOU'.

Absolutely. Plus Turkmenistan, where it's NOT OPTIONAL, it's required. Chile is sorta 'questionable' at this point, I think it's not even used anymore, based on the NVC notice about 'which countries' are eligible to use it. There's a wiki entry about it, here at VJ.

I received AOS FEE bill along with DS-3032 in the email (petitioner) yesterday 4/22. They sent a separate email to the beneficiary's email as well.

So I paid AOS Fee bill accordingly...

The last bunch of folk who went through NVC Electronic Processing, did NOT get ONE email with the 1--DS-3032, 2--AOS Fee Bill in the same email back from NVC. It was seperate emails. Did you receive seperate emails or one email ?

This is something that I'm going to share with you right now. From NVCInquiry@state.gov, they actually sent 2 emails to both petitioner & beneficiary's email address one after another within the same day.

1st email addressed to petitioner but CC beneficiary with subject "GUZ2010xxxxxx (PAOSF GUZ / MTL)".

2nd email addressed to beneficiary but CC petitioner with subject "GUZ2010xxxxxx (EPOPT ACL COVER LETTER STD)‏".

Both emails have one attachment. The message from both email is the same as below:

"Dear Sir/Madam, The attached correspondence relates to an immigrant visa referenced on the subject line. This case is being processed by the National Visa Center. Please read the information carefully and follow the instructions. This message contains confidential information and is intended only for the individual named. If you are not the named addressee, please notify NVCinquiry@state.gov immediately by e-mail from your system. E-mail transmission cannot be guaranteed to be secured or error-free as information could be intercepted, corrupted, or contain viruses. The sender therefore does not accept liability for any errors or omissions in the content of this message. If at any time you wish not to receive correspondence by e-mail you may "Opt Out" by sending a written request to NVCinquiry@state.gov. This e-mail is sent by: The U.S. Department of State's National Visa Center, located at 32 Rochester Avenue, Portsmouth NH 03801. Please DO NOT REPLY to this e-mail."

The attachment to each email basically has the same info. One is to notify me and the other is to notify my mother. The one addressed to me has the AOS fee bill payment instruction & DS-3032 form. The one addressed to my mother only has DS-3032 form.

Here is one question. The DS-3032 form from both attachments are the same. The beneficiary's (my mother's) name and case# GUZ2010xxxxxx are printed nicely on DS-3032 form. You need to print it out to fill out the rest information. However as you have suggested, we should not use DS-3032 form from NVC. So I downloaded it from VJ and fill it out on the PC. I already sent it in with OPTIN email before receiving this DS-3032 form from NVC. Is it okay not to use NVC's 'nice' DS-3032 form which has beneficiary's name and case# printed? I attach this form that's received from NVC.
