I can only go on my personal experience. It seems that the US Manila COnsulate is pretty easy to get a Visa from. They seem to hand out the most. THen I perceive that the Moscow COnsulate is pretty straight forward. But then I see the struggles of HCMC Counsulate being hard as nails, and India, Pakistan and Egypt being super tough.

Is there any general consensus as which is the easiest and most difficult counsulate to go through a visa journey?

The easiest consulates are in Canada and the UK. Visas are given out like candy at a dollar store.

The toughest consulates are (obviously) from high fraud countries. India and Pakistan are good examples.
Listen up, maggot. You are not special. You are not a beautiful or unique snowflake. You're the same decaying organic matter as everything else.

Some would think (myself included) that China/GUZ is difficult, but there was a 'glitch' in the system dealing with the actual sending of casefiles.

That 'glitch' has been sorta wiped out since May, 2009, for I-130 petitions, with the advent of NVC electronic processing. It's shaved off between 60 to 120 days of 'dead zone wait time'.

There's been white slips issued, of course, for the 'Not A Bonafide Relationship' bit - but IMO, that was MOSTLY due to the petitioner's scant documentation submitted in the PETITION SUBMITTAL (didn't matter what the Beneficiary had with her on INTERVIEW day). Sure, that's just my opinion, but I base it on what I've read elsewhere.

There's been some shift on blue-slips, as well, changing from regular 'blueslip issuance' to 'call in letter ' given at the Interview. It's not consistent, but has caused some confusion as a call-in letter is WHITE in color... IMO, a call in letter on Interview day does shave off some time and expense for submitting blue slip overcome evidence, as well as reducing the number of trips to GUZ, and reduces the waiting time...

Many of the 'bad VOs' at GUZ have cycled out, there's a new head of IV unit there, things have changed up a lot - mostly for the 'better'.

Anyway, that's my 2 cents... officially 'opinion and anecdotal', you betcha !

Read the text under my user name at left. Read what I intentionally leave in my signature block, below this post. Read the thread in the Latin American subforum, entitled "US Consulate in Guayaquil, Ecuador." It takes no rocket scientist to read the writing on the wall: "Guayaquil: Where Even the U.S. Citizen is Automatically a Criminal."
06-04-2007 = TSC stamps postal return-receipt for I-129f.
06-11-2007 = NOA1 date (unknown to me).
07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?
09-25-2007 = Touch (first-ever).
09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).
10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."
12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.
12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.
12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.
01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.
01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.
04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").
05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.
05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).
06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."
07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.
08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).
08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Well....here is my experience from the Amsterdam Consulate in Holland...I was there with my fiance. I am the USC. The agent there asked ME all the questions...didn't ask HIM...the beneficiary, ANY questions.
So, it was very easy to answer questions about myself...and guess what?? He passed. LOL.

So as far as the EASIEST to get a visa from...I vote for Amsterdam.

From what I have read in these forums regarding India, there are 3 consulates in India in which Chennai seems like pretty straight forward, Delhi loves giving out 221g with bizarre requests and Mumbai seems to be somewhere in the middle. I went through Mumbai and interview was piece of cake.

I would agree that the Canadian Consulates are pretty straight forward and relatively easy compared to others.
