Is there any general consensus as which is the easiest and most difficult counsulate to go through a visa journey?

The toughest consulates are (obviously) from high fraud countries. India and Pakistan are good examples.

That 'glitch' has been sorta wiped out since May, 2009, for I-130 petitions, with the advent of NVC electronic processing. It's shaved off between 60 to 120 days of 'dead zone wait time'.
There's been white slips issued, of course, for the 'Not A Bonafide Relationship' bit - but IMO, that was MOSTLY due to the petitioner's scant documentation submitted in the PETITION SUBMITTAL (didn't matter what the Beneficiary had with her on INTERVIEW day). Sure, that's just my opinion, but I base it on what I've read elsewhere.
There's been some shift on blue-slips, as well, changing from regular 'blueslip issuance' to 'call in letter ' given at the Interview. It's not consistent, but has caused some confusion as a call-in letter is WHITE in color... IMO, a call in letter on Interview day does shave off some time and expense for submitting blue slip overcome evidence, as well as reducing the number of trips to GUZ, and reduces the waiting time...
Many of the 'bad VOs' at GUZ have cycled out, there's a new head of IV unit there, things have changed up a lot - mostly for the 'better'.
Anyway, that's my 2 cents... officially 'opinion and anecdotal', you betcha !

06-11-2007 = NOA1 date (unknown to me).
07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?
09-25-2007 = Touch (first-ever).
09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).
10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."
12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.
12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.
12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.
01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.
01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.
04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").
05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.
05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).
06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."
07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.
08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).
08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

So, it was very easy to answer questions about myself...and guess what?? He passed. LOL.
So as far as the EASIEST to get a visa from...I vote for Amsterdam.

Interview date: 8-25-09...APPROVED!!!!
Fiancee arrival date: DEC 12th!!!! WOOOT!
Married: 02/20/10 and SOOOO happy!

and quickest... my I-130 was approved in 7 days and total timeline from lodging I-130 to visa in hand was just 7 weeks

08/29/2008 SSN assigned
09/08/2008 SSN (Card) received
09/29/2008 Green Card received
I-90 Timeline (USCIS error)
11/10/2008 Send I-90 to Texas service center
12/xx/2008 NOA1
01/07/2009 Card production ordered
01/14/2009 Card mailed
01/xx/2009 Card received
Done with USCIS until I-751 in May 2010

easier for developed countries apart from some communist countries like Russia.
hard for under developed countries specially muslim ones
and hardest for countries america is in war with afghanistan,iraq and pakistan.
