Usually from the same office you obtained the marriage license; typically it is mailed to you once it is recorded by the governing body (in Texas, that would be the County Clerk's office), although it is often possible to hand deliver the license to have it recorded while you wait.

I also want to ask about marriage certificate. In the instructions for I-485, point 15, B, it is said only to submit a copy of the marriage certificate not certified copy. Did someone applied with not certified copy? Was that OK?

A copy will be fine - you may need an original for the interview (if you end up having one). We opted to get a couple of extra certified copies initially and simply submitted one of them to begin with.

The instructions for the I-485 say copy, not certified copy. I just sent a regular photocopy of the certified copy.

We sent them certified copies anyway. Also, when I brought back the completed marriage license after the wedding, I was told they'd mail it to me in a few days. "OK", I said, and sat down. "I'll wait here." ;) So I got it back immediately (after it was filed).
