certified will most likely mean "authenticated" if you will

a US notary cannot "certify" a document. A notary will affirm that a signature was signed by a person of that name.

YMMV

In many countries the original document is not given by the public authority but a certified copy of it is released instead. Certified means "this piece of paper is a legitimate copy of the original". So it acts as the original but everybody knows it's a copy.

A notarized document is signed by a public notary. A public notary can certify signatures and such.

Based on what you wrote, your husband sent you certified copies, which are in lieu of the originals. For immigration purposes they are better than notarized copies, especially at the NVC.

My country is the same. Original is not given, but a certified copy of it we have and it acts as original. Now my husband gave this to the notary. He made a copy of it and got it "certified" as he says. I am looking at the the certificate and it's stamped "certified copy". Will this suffice when sending documents to NVC?

It's more than enough. As long as they're certified copies, you're all good.
