When will NVC invoice my IV fee bill

Hi my friends here,

I got my ds3032 confirmation email and also my AOS fee bill show as PAID online, but I still don't see they invoice my IV fee bill yet. I haven't mail in my AOS package yet. And my question is will they hold up on invoicing my IV fee bill until they receive my AOS package? Or the AOS doesn't affect they invoice me my IV Fee bill?
