    i submitted my roc in like may 2016... i included every bank statement from jan 2013 (before I moved.)  Each one is about 9 pages.  If they want them, SEND THEM.

    Reading through the OP's previous posts it looks like they were requested to file DS-5535.  In reality their AP doesn't start until the embassy receives that document regardless of when the interview happened.  
     
    The OP has little information other than marriage happened approximately a year before the I-130 was filed and then interview happened several years afterwards.  I"m not sure if there was several RFE, if there was multiple interviews, maybe a NOIR in there? 
    There's very little information to go on about WHY the OP may be in AP.
     
    So as for suggesting doing something that demands the DOS take action (filing against the USCIS would be pointless as they have zero influence or control at this point) when we aren't sure of more details isn't something anyone on the board really can yay or nay just randomly.

    To be honest, I think both the OP and his wife are suffering from DV. If he's not allowed to slap her because she's throwing dishes at him, well she's not allowed to throw dishes at him either! The wife also needs some serious anger management counselling. Neither of them know how to communicate when angry.
    OP has gotten some good advice from Damara about what to do about his legal situation. I cannot expand upon it,

    Unless you can prove that he forged your signature, which is fraud, there likely isn't much you can do against him.

    Many people don't and are approved all the time because they have plenty of other evidence that is a better support than affidavits. If you have nothing else, send them, but if you have a will, joint credit cards, joint ownership or lease or mortgage, etc... then you've co-mingled your lives more than if some person says "yes they have."
    I do not recall an instance when an affidavit writer has been asked to present evidence to the USCIS. They will more likely make house calls or have a stokes interview.
    But then I've only been a part of the forum since Sept 2011.

    Actually you are incorrect. In the instructions it says "documents should include but not be limited to, the following examples:"
    "Affidavits must be supported by other types of evidence listed above"
    No where does it say they MUST be included.

    People are dumb so I contribute the neighbour to this pile. 
    First question I was asked at a job once after transferring to a new location was "omg are you legal?"
    Othertimes people assumed I was automatically a USC because my spouse is (it's actually a very common assumption.) 
    I think the neighbour hasn't a clue. I mean they still associate with a potential child molestor.

    Hoping what I've lost since some unfortunate test results a couple months ago said I needed to lose weight and eat fewer carbs. I love homemade bread, and always keep some around. I love desserts. My wife's Russian; we ate lots of potatoes.
    And I'm programmer who doesn't really have any active hobbies.
     
    Nonetheless, down a little over 15 pounds after rather more carefully monitoring my diet and walking 45 minutes a day. Would like to manage another 15, get within rounding distance of 200 lbs, which wouldn't be that bad at 6' 0" (really, not rounding up from 5' 11").

    Oh my gosh! Welcome back! Sounds like it's been a mixed year for you, but good for you for leaving a job that's too stressful. Life is too short to be miserable if you have control of the things causing you misery.

    New house last year!  We're in the woods, with a large 3 car garage and room for a horse.   New location for job too with a raise.  But too much stress etc has caused me to leave it as of last Thursday so new job on Monday.   Pay is approximately the same but commission makes this skeptical.  However, I need more time at home.  
    Lost my green card so hopefully they will accept the printed copies I have of both green card and SSN, otherwise I'll be back at the other job again but at different location? Maybe? I have a new green card ordered. 
    Anyhow, that's the year update.  I worked all year.  I gained 30lbs after losing 25lbs so yuck.  But I can do it again.  Maybe just 20lbs this time.

    IR1 is for USCs who wish to petition their spouses to move to the US, as mentioned it is a family reunification visa, domicile in the US is one of the requirements and some Consulates are stricter than others as to what that means

    If you don’t have a pending application there is nothing to worry about. I was in the same situation, when I filed for ROC I did it with my new address and got all the notices in my new address.

    The 130 NOA is not the NOA your spouse will need,  its the 485 NOA. 
     
    The 130 is the underlying petition. It establishes a qualifying relationship. The 485 is the form to request a GC, which requires you show you qualify. 
     
    Technically you can file the 130 and never move forward with getting a GC. But you can't get a spousal visa/greencard w/o the 130 (or other underlying form). You are allowed to file the 130 and 485 concurrently which means they will be processed simultaneously.  There is no advantage to filing separately that I can think of... As a citizen there is no priority date to be concerned about and I believe mailing one large package is generally cheaper than mailing multiple smaller ones.

    If you file the I-130 online, make sure you include the I-130 receipt when you mail the I-485 package.

    There are guides for the AOS process from a B2 visa.  Please refer to them.  Please read the instructions for each form and include the items required for EACH form.  Don't assume that one will do for all when the instructions says to include a copy with each form.  
     
    Whatever your travel plans are, do not go outside the country before or after marriage without travel authorization. Once you have the NOA1 physical copies in hand, approximately 30 days after filing the I-485 and I-130 simultaneously, then travel within the USA can commence.
