I have the same exact question.
But on the packet 3 PDF it says:
If form I-864 and its supporting documents have already been submitted to the National Visa Center (NVC), the documents will be forwarded to our office by the NVC and will be reviewed by the consular officer during the visa interview.So why does the VFS need it again?
Also just to clarify, what is the Packet 3 exactly composed of?
1) The Packet 3 PDF Checklist/ Applicant's Statement Sign-off (From mumbai consulate site pdf)
2) DS-230 Part 1 + Photographs (2)
3) Passport Copies (Biographic Data/Parent Names) First/Last Pages

IMHO, since you still have some time before your wife's interview... and since it doesn't take much to fill out an I-864 and since it DOESN'T need to be notorized .. I would say go ahead and mail one to your wife.. Just to be on the safe side.. It wont hurt... Thats what I did.. I filled one and sent it to my wife along WITH I-134... so if they request it from her at any time then she is ready with it...
