I have my in-laws and freinds looking to visit here next year from Russia. Are there any guidlines as to what steps to take, forms to file etc? I was unable to find what I need

They would need tourist visas, and demonstrate strong ties to their country (jobs, property, etc) to get one. Tourist visas are looked at with the assumption that the alien WILL stay in the US, and the onus is on them to prove they will not.
