Do I need to send the passport size photo with I-751?

I think the requirement is listed in the instructions to the form? Something like unless you are overseas pursuant to military or government orders only a copy of your Permanent Resident Card is required.

No photo needed with application, although its probably a good idea to send pictures of yourself and spouse on vacation etc for evidence of relationship.
Your formal picture is taken with your biometrics.
