1) add 180 days to date of NOA letter - and you theoretically can start complaining to USCIS then
2) there used to be a way to call FBI, but they dont take calls anymore, but you better not bug FBI unless you know that people with PD later then yours are getting interview letters from your local office
3) yes after fingerprints you wait for interview letter
4) the only guaranteed way - is INFOPASS as i said, you can make them as many as you want, but it only makes sense to worry if your PD is coming up in your local office, until then it will be just waiting in line like everybody else.

I called FBI today and check on the status on my fingerprint, they just said my fingerprints was sent to them on 1/26/08 (date that I took FP), and they have sent it back to INS... that's all they could tell me when I asked "does that mean my FP was good?"
I made an infopass appt on 4/11/08, so I'll see if I could get more info...
It sucks that I can't check the status of my name/background check...
