I have a friend who is on a student visa living in canada and wants to apply for the immigration for canada. My question is that if he applies for it and the immigration officer returns his application without processing it, and tells him that he is not eligible. Will he get his processing fee back or not ?

No, the only fee that is returned is the Right of Landing fee. All other fees are non refundable after the case has been processed.

By the way, this is an immigration board for Canadians processing for U.S. immigration. If you want a forum for Canadian immigration, you should try this.

Yeah i understand it's after processing. but what if the application has not be processed and they just retrun your application ?

Well, you said that it was returned by the immigration officer and told that they are not eligible, that automatically means it was processed, so no processing fees will be returned. The only way to get a full refund is for the applicant to withdraw the application PRIOR to any processing whatsoever.
