Does anyone have any knowledge of how hard it would be to get a tourist visa for a Brazilian Mother in Law to visit the US?

She'll need strong bonds with Brazil (job to go back to, house and family, etc) , proof of good financial situation and the good humor of the consul, same person will get denied one day and approved the next.

So yeah, just gather good evidence and go for it.
