What do you mean? It says they process by receipt date clearly on their page. That it also says it could take as many as 10 months to process is possibly true but irrelevant. Only *if* the previous apps have RFEs does going to someone receipted afterward make ANY sense at all.
Even if they were to honor the actual NOA1 date, we're still screwed because my NOA date is January but people who were received after that have gotten approved.
Bottom line : FIFO is FIFO. Receipt date is receipt date. The date of the NOA is not the receipt date -- the receipt date is clearly stated on the NOA1.

How much clearer can they be that this is supposed to be FIFO?
They need to answer about the drunken sailor route they are taking through the applications.
