I've received my NOA on 10/17, so it's been 3 weeks and no biometrics appointment yet. What types of timelines are others experiencing? I am going through Charlotte and I noticed that in the past it took less for some people to get their biometrics after the NOA letter arrived.

Biometrics appointment timing depends on how busy your local USCIS field office is, so it can vary quite a bit.

I received my biometrics appointment letter 6 days after the NOA.
When I was in Charlotte ASC for my biometrics appointment, the lady who was helping me said that they've been very "slow" the past two weeks. But, she thinks the "floodgates" will open as soon as all those who got caught in the receipting backlog start going to their biometrics appointments. Perhaps this is what has happened in your case.
I hope, though, that you get your biometrics appointment soon. I know how frustrating the wait can get.

I think you'll be fine...especially since you were transferred to California. Should be any day now for biometrics and then once that is done you are good as approved.
