I am a USC and currently sponsoring my Canadian husband for an IR-1 visa. After he is finished processing, we would like to bring his little brother to the U.S. from Canada. The brother is currently 15 years old. Do we have any options?

Canadian husband will need to naturalize and become a US Citizen inorder to file for a visa for his sibling. (3 years to naturalize) and then siblings are the lowest priority for visa numbers F-4.

US Citizens cannot petition for IN-Laws.

Currently the consulates in most countries are processing petitions filed for siblings in May of 97 so siblings are about 10 years to process, and add naturalization and it makes it 13 years before your husband can get visa for brother.

I knew I couldn't sponsor, but perhaps a student visa would be more appropriate? My in-laws are semi-retired and they want to move back to Chile, but the youngest son (my brother-in-law) is a born/bred Canadian, so we would like him to stay with us. Any other ideas?

Perhaps a student visa, but again that is not an Immigrations visa.
