I tried applying for Ca. ID last wk i was informed they couldn't accept my application coz my I94 will expire this Nov. 26 the woman informed us they couldn't accept it coz my I94 should be could at least 60 days good till expiration.Does this mean i can only apply once i get my green card?and would the same rule apply if I try for driver's liscence nxt wk?If it does can i still use my driver's liscence from Manila?coz i read in DMV manual " Visitors over 18 w/ valid drivers liscence frm their home country may drive in Ca. as long as their home liscence remains valid." I have yet to file my GC nxt wk.So does this mean i'm not considered as permanent resident yet until I get my GC?thanks guys!

You can apply when you get Green-Card, EAD Card, or an approval letter for either card.

As long as you don't have your green card you are not a legal permanent resident.

California will accept EAD or approval notice for EAD or Green-card as proof of residential status, see the link in my earlier post.

I noticed you received your SS Card after you were married. Is it in your married name? when you apply for Ca. Drivers license, the name will need to be the same on your SSN and EAD or GC. otherwise you will come up as a no match. you would have to change the name on your SSN before can apply for CDL.
