The fastest way is to e-mail it! My husband emailed the NVC on Oct.29th and the request was processed on Nov.2nd. It works
... You can find a sample email to send by typing in 'Emailing DS-3032' into the search engine. Good luck!
I have a hatred for FedEx - me and them ... don't get along. UPS or DHL for me. DHL's been excellent, UPS is reliable - usually 2-3 days to all points. DOX shipments are fast all-around.

DOH! DS-3032 is the selection of agent form. DoS authorizes a copy of the form to be used - no prob! Scan & e-mail or fax it.
However, the signature must be original - so the filled-out one needs to be mailed.
Japan's got excellent UPS service too, by the way. But if FedEx you must ... lol. ( I still hate FedEx. If you went through what I went through, you'd hate them too. )

it's not necessary to scan the DS-3032 form and email it. you can just send an email formatted as shown in this thread:
