after a so called marriage broker makes his service imbra compliant and collects the required information and presents it as needed does he need to take any additional actions to become officially imbra compliant or imra sertified?

I checked a couple of IMBRA compliant sites to see what they say about the law. It doesn't appear that they actually go through any type of certification but probably police themselves. Most are probably afraid that being out of compliance with the law will negatively impact their clients. One site mentions that they must check your name at the National Sex Offender Registry.
I don't remember reading in the law any penalties for the broker, so they are probably mostly concerned that their clients will have difficulty applying for K-1 visas. That would be a pretty effective deterent to continuing business if your clients are constantly being denied because your web site is not IMBRA compliant.
If you are concerned whether your introduction site is in compliance with IMBRA, then you should contact them directly.
