What is the quickest way for my daughter to come live in California with her mother and step dad? She is 26 yrs old. Work visa, relative visa or whatever other one works? She has worked in child care for many years. Could she come via a work visa and then apply for permnament residence as this will get here but still have to do the process. I hope someone can help me. I am a permnament residence married to a US citizen.

Petitioning for children to immigrate to the US, will take quite a long time, especially if they are over 21. The only type of work visa that she could adjust status from are those that are considered Dual Intent, like H1B.
For Family Visas, she would be in the preference category 2B, which has pretty close to a 10 year wait. You could file now, and upgrade your petition to first preference once you become a citizen and save a few years. However, if she gets married in the meantime, she will go into the 3rd preference category (unless she marries someone from the US, and then she could use a marriage visa) and you will have to be a citizen to file for her in that category.
