Hi! We've been discussing starting a business. Can my husband be a business owner in the US (he's a LPR/green card holder)?

Also, would it be best for us to apply for our business license in 2007 or should we wait until 2008. Would we owe more taxes if we file in 2007? We don't anticipate making any income until 2008.
