what I did was since I lost my previous NBI clearance I got NBI clearance again from Philippine embsssy here in Singapore, have fingerprints and forwarded it to the NBI office in the Phils then have to take it back to the Phils embassy here in Singapore again for authentication.

remember this is for CR1, K1 has a different way of doing things especially that CR1 goes through NVC while K1 does not. Your wife needs both Police Certificate from that country and all city of residence (locality) she lived in for more than 6 months and also the NBI from Manila to submit to NVC, with the DS230. And YES, it must have your wife's fingerprints for the certificates to be valid. This is part of the intial background check, thus needs to be submitted to NVC regardless. You also need to obtain the same Police certificates from both international and locality and NBI at the time of interview at USEM.
