NVC document review is really screwed up. If I had been the person at NVC reviewing my case, unless they have some policy or rule that we don't know about, I would have issued an RFE for two missing items.
Go figure! In some cases, they issue RFE's for documents that were already submitted, and in others they documentarily qualify (i.e. "NVC Case Complete") cases with items missing!
Or, even better, they mistook "Rep. of Georgia (USSR)" to mean Georgia, U.S.A. (no police certificate required), and they misrecognized the copy of my marriage certificate submitted with the I-864A as the beneficiary's prior marriage certificate! (I submitted that with my RFE response even though they failed to ask for it in the RFE, because we know they require proof of the legal relationship of the household member to the sponsor)
I've gotten one of those two missing items now (marriage certificate for terminated marriage, to show the name change which continues beyond the subsequent divorce certificate), but I'm still waiting to see if we can even get the second one, the police certificate for the country of prior residence. I expect the consular officer to require both of them, and will have the applicant prepared to submit them accordingly.
