I have read several posts here from people who say they have actually talked to NVC personnel over the phone, but I have tried many times, and each and every time, I get a recording that says they are too busy and kicks me back to the automated system - so I don't know what the secret or the trick is, how can I get a live person on phone at NVC? I really need to talk to someone there about my case...is there a certain time or day to call perhaps??

What exactly are you calling them about? I see you've just joined and haven't filled in any info about what you've applied for or what your status is, nor do you have a timeline. Most people say that it's best to call within the first or last hour the phones are open which is between 7:30-8:30 am ET or between 11-12 pm ET, but I have had luck at other times. After dialing the number, press 1, then press 5 to speak to an operator and that usually works, although they may say they're busy and put you on hold, but you should get to someone eventually.

5/15 I-130 received and logged in by USCIS (5/15 is priority date).
I did not receive NOA I-797 (Receipt notice), so I called USCIS and they had to order a duplicate for me.
8/27 I-797 (NOA, Receipt) received my me.
9/4 Received Approval for my I-130, saying it will be sent to NVC
9/27 I received a packet containing DS 3032 and Affidavit of Support Bill ($70).
10/1 I sent the $70 for the AoS Fee.
10/5 DS 3032 was sent to NVC by my spouse, appointing me as the agent here in US.
10/17 NVC Automated message says that the DS 3032 was received by them on 10/17.
10/23 I got an e-mail reply to an inquiry that I sent them, and the e-mail said that they are waiting for the I-864, that I should fill out and sent to them (I have not received any Form I-864 as of yet). They provide link to download Form.
10/23 NVC automated message says that on 10/22, IV Fee Letter has been generated, and "will be sent in a few weeks."
That's it, I am not waiting, I am thinking of filling out the I-864 on my own and sending it in, rather than wait for their slow mail...
What do you guys think?
