Let's say that my husband doesn't have his GC by the time he has to renew his EAD (and his DL is going to expire), can he get another DL - that won't expire soon - with a valid EAD?

The DL will be valid as long as the EAD is valid. DMV takes the expiration date from the EAD or the Green Card.
That means, as long as he is a conditional resident he will go more often to DMV than you do.
But that is the fate of every conditional resident and I think it is a price everyone is willing to pay to be with the one he/she loves.
