Our CR-1 application was completed at the NVC as of October 11th, 2007. They say I have to wait 8 more weeks for further instructions.
Does this mean interview date or package 4?

If interviews are scheduled by the embassy/consulate, you will have another phone message at the NVC that says "your case has been forwarded to the embassy in.....". Once you get this message you should have an interview date assigned. Packet 4, i hear, is sent out approximately 1 month before the interview.
Contact the embassy once you get that phone message from the NVC. (You may even be able to contact the DOS to find out your interview date but I have not tried this yet).

Yes, I am feeling sooooooo much better now!!!! But I should temper this elation with the thought we're not "out of the woods" yet.
What country is NVC sending the case to? Your profile lacks details that can help answer your question, the different consulates handle the P-3 and P-4 differently.

The USA does not have consulates in Iran. So all Iranian nationals go either to Ankara Turkey - or - Abu Dhabi, UAE for processing.
The NVC designated Abu Dhabi as the consular post to process our application.

Congradulations. I don't know what country your filing for. I have heard that recording from NVC about an interview being scheduled and that if it has been 8 weeks to contact them now for 4 months. Our interview will hopefully be schduled this month. I have gotten some very helpful info from this website.... So look around in VJ you'll find some wonderful uplifting experiences. God Bless....
