Will it be a problem if an unemployed(and does not earn money) LPR file form I-864 ?
And what documents he has to submit along with this form?

Unless the unemployed LPR has significant assets (5 times the needed income) the problem will be they don't qualify to sponsor any immigrant.

Most recent year [maybe 3 years] ITR, W2s, Employment letter or tax transcripts from the most recent year.
If you can't come up with that you may need co-sponsor unless you are loaded with assets.

No, there is no place for a Notary to sign the I-864, unless the notary is also the sponsor.
