The I-751 is a petition to remove conditions on a conditional green card not a wavier. Further down the main forum page, there's a forum about waviers.

If you mean lifting conditions, you should file the I-751 about 90 days before the green card expires so the USCIS can get you an extension before the expiration date. They will automatically extend the expiration date by a year. Good luck
