Usually a resident visa, and you need to be resident in the US counselor district more than 6 months.
A Good read about the 6 month requirement:
http://www.state.gov/r/pa/prs/ps/2007/mar/82030.htmWhat Jamaica says about residency:
http://www.congenjamaica-ny.org/citizenship.htm#ResidencyI'm in Brasil and I want to go the DCF route with my husband as well. Here in Brasil they're a bit more flexible with applicants if the USC doesn't have their permanent residency yet, because it takes sooooooo long for the residency application to be approved. But in this case, they DO want you to prove that you've been "living permanently" in Brasil for 6 months and be physically present at the US Consulate in Brasil.
I'm trying to make a good case for having "lived permanently" here in Brasil--I entered on a tourist visa but then got married and applied for my brasilian residency in July. Depending on who I speak to when I call the consulate in Rio, I'm either OK to petition or I'm not. I've decided to mark the appointment and give it a shot--but I want to put together enough proof to show them when I get there so I don't end up empty handed and denied
So... anyone who's gone through the petitioning process and can share what they used to prove they've been living in the foreign country permanently? Housing rental contracts? Entrance visa stamps? Letters from family members and friends? I don't have permission to work in Brasil b/c my residency hasn't been approved yet, but would registration with a volunteer group help?
