I would like to know if a green card holder can do the process of DCF.

Let me make sure I'm understanding your question - you're asking if someone who is a PR of the US can go to a foreign country and apply for their family member at the embassy? If so, no that's not possible. Only USCs can apply at the embassy in a foreign country and only when they're resident in that country. If you are a PR and are trying to get a family member to the US, I'm sorry to say you have a very long wait unless you're able to become a naturalised citizen. You can file the I-130 now and if you gain citizenship, you can notify them and it will then speed through.
